A mental health facility mainly used to house the criminally insane. Certain criminals are even able to operate whilst still inside its walls due to the corruption of the city.

Located on Blackgate Island, an island off the east coast of Gotham, the most dangerous criminals in the city (who are not insane) are brought to Blackgate to serve their time.
